What is a recall?

The National Highway Traffic Safety Administration (NHTSA) oversees safety recalls of motor vehicles as well as tires, child safety seats, and other items of motor vehicle equipment. When one of these products experiences a safety-related defect or is not compliant with a Federal Motor Vehicle Safety Standard (FMVSS), NHTSA is charged with ensuring public safety.

Although almost all recalls are undertaken voluntarily by manufacturers, they may be strongly encouraged by NHTSA as part of an ongoing safety defect investigation, or advocated for by individuals or consumer groups who can petition NHTSA to open an investigation into a particular defect. BMW Recalling 130,000 Cars for Problems With Its Twin-Turbo Engine

BMW is recalling about 130,000 2007–10 vehicles because of emissions problems involving the twin-turbocharged 6-cylinder engines used on many of its most popular models.
The automaker said it had informed the Environmental Protection Agency of the problem, which could require the replacement of the high-pressure fuel pump or changing computer software.
The announcement comes after an ABC News report questioning the safety of the vehicles. ABC interviewed owners who said a sudden loss of power made the vehicles unsafe.

American Honda Motor Co., Inc., today announced a voluntary safety recall of 471,820 model year 2005 to 2007 Acura RL and model year 2005 to early 2007 Honda Odyssey vehicles to replace a seal in the brake master cylinder.

The National Highway Traffic Safety Administration (NHTSA) today reminded owners of various makes and models of Ford vehicles previously recalled for faulty cruise control systems to make sure they take their vehicles into Ford dealers for repairs. If not repaired, the vehicles can catch fire, even if they are turned off, parked and unattended.

I have been covering automotive safety for about 30 years, including now writing a weekly roundup of safety recalls for Wheels, and whenever a carmaker recalls a vehicle for a safety problem, it often describes it as voluntary.

Toyota Is Recalling 1.1 Million Corollas and Matrixes for Stalling Problem

Toyota said on Thursday that it was recalling about 1.1 million 2005–8 Corollas and Matrixes as well as well as almost 162,000 Pontiac Vibes to fix a stalling problem. The Vibe is a mechanical sibling of the Matrix.

The announcement comes four days after the National Highway Traffic Safety Administration said it was intensifying its investigation of the issue.
